The Manitoba Pension Commission issued a discussion paper "Proposals For Amendments To The Pension Benefits Act of Manitoba" in December 2002 with comments requested by January 31, 2003. Watson Wyatt consultants prepared a comprehensive submission which discusses both technical issues arising out of the proposals and underlying policy matters. We acknowledge that many of the suggestions are based on appropriate political decisions made by the Manitoba government. Nevertheless we encourage the province to align amendments with proposals for a model law which are expected to be released by the Canadian Association of Pension Supervisory Authorities early in 2003.

 
     
 

Alberta Risk Assessment Consultation Paper
December 18, 2002
The Alberta Department of Finance is proposing to identify pension plans which are "at risk" through the use of a risk assessment tool that will alert compliance officers when intervention may be required. Watson Wyatt commented on the proposed assessment criteria, noting that in this context the definition of "risk" must be limited to anything that leads to non-compliance with the Employment Pension Plans Act or regulations. We stressed the importance of keeping a clear line of sight between the regulatory mandate under the legislation and the assessment process.

 
     
 

Alberta Regulations fall short in provision of security
October 18, 2002
Watson Wyatt's submission to Alberta Finance points out that the recently-enacted Regulations to Alberta’s Insurance Act, 1999 (the Act), which require that plan sponsors must either independently insure their benefit plans or offer them through a joint employer-employee association do not meet the government’s aim of providing employees, particularly those in receipt of long-term disability benefits, with greater security and notes a variety of problems with the current legislative scheme.

 
     
 

A lack of employer input to Romanow Commission could be expensive
October 18, 2002
In 2000, employers spent nearly $22 billion on supplementary health care for items not covered by provincial medical insurance programs. If current trends continue, this will only increase. "A Seat at the Table", Watson Wyatt's submission to the Romanow Commission, notes the lack of input from employers/plan sponsors to date. It also suggests broad tax system-based changes and incentives to alleviate direct cost transfers resulting from cuts to Medicare.

 
     
 

Nova Scotia draft pension Regulations released for comment
October 18, 2002
While recognizing the importance of pension reform, Watson Wyatt's submission to Nova Scotia's Superintendent of Pensions voices some concerns about proposed changes to the regulations under that province's Pension Benefits Act and comments on problems associated with Nova Scotia's minimum funding requirements.
