Quebec Passes Private Health Care Legislation
On December 13, 2006, Quebec assented to Bill 33, An Act to amend the Act respecting health services and social services and other legislative provisions. This legislation permits the limited provision of private medical services and private health insurance in Quebec and may lead to additional future changes that will alter the landscape of private insurance and private medical treatment in Quebec.
Ontario Finally Wades Into Pension Reform
The Ontario government has taken a long-overdue and most welcome step towards reforming the province’s pension legislation with the creation of the Ontario Expert Commission on Pensions. With a mandate to “examine the legislation that governs the funding of defined benefit (DB) pension plans in Ontario, the rules relating to pension deficits and surpluses, and other issues relating to the security, viability and sustainability of the pension system in Ontario,” the Commission will be conducting the first substantive review of the Pension Benefits Act since 1986. Between now and the summer of 2008, when its report is expected, it will hold public meetings and/or hearings and seek written input from pension stakeholders. Plan sponsors should remain apprised of, and involved in, the Commission’s work to make their views heard on the important issue of pension reform.
