This Special Memorandum has been prepared as a result of growing concern regarding the potential obligations and impact of the United Nations Suppression of Terrorism Regulations (the Regulations)¹ on the administration of human resources, including pension and benefits programs.

Alberta Health Care Reform: The Mazankowski Report And Its Aftermath
On January 8, 2002, Alberta Premier Ralph Klein’s Advisory Council on Health released, A Framework for Reform (the Report). The Council was chaired by Don Mazankowski, former Deputy Prime Minister under Brian Mulroney. It’s mission was “to provide strategic advice to the Premier on the preservation and future enhancement of quality health services for Albertans and on the continuing sustainability of the publicly funded health system.”
