British Columbia Increases Medical Services Plan Premiums On February 8, 2002, Finance Minister Gary Collins and Health Services Minister Colin Hansen announced that British Columbia would be increasing Medical Services Plan (MSP) premiums by 50 percent effective May 1, 2002. The increase was implemented in an attempt to offset wage increases for public sector health-care employees.
