According to the Budget Law 2008, employers and employees face new paperwork requirements, as part of the government’s effort to make sure workers are hired on a regular employment agreement.
Under the law, employers in all sectors are required to submit the Documento Unico di Regolarità Contributiva to the Ministry of Labor and Social Security. This requirement applied only to the construction sector before. The certificate is issued by the Istituto Nazionale di Previdenza Sociale, the Istituto Nazionale per l’Assicurazione contro gli Infotuni sul Lavoro or the Casse edili, to employers in order to attest they are up-to-date with the payment of monthly social security contributions and comply with health and safety regulations.
The new rule was enacted previously in a decree issued on October 25, 2007, by the Ministry of Labor and Social Security.
